Land Cadastre of Ukraine to be introduced soon
At the beginning of 2012, a state land registry will finally be introduced in Ukraine. As a unified state-wide geographic information system, the Land Cadastre is to comprise data on the purpose and limitations on the use of land plots, their quantitative and qualitative parameters, and the appraised value of land plots, as well as information on owners and relations existing between owners and persons possessing rights on respective land plots.
Together with the Law “On the Land Market”, currently discussed in the Parliament, the Land Cadastre will provide a basis for fundamental reforms of the Ukrainian land market design. The State Land Cadastre will be implemented in electronic form and on paper. Starting 1 January 2013, free public access to the data stored in the electronic version will be established, which is expected to have a tremendous impact on fighting corruption.
The Land Cadastre in conjunction with the Law “On the Land Market”, which is currently under development, is intended to assure legal certainty in the future resulting in simplification of land transactions as well as transparency of titles of ownership of land plots. It should present a major incentive for investors who demand legal certainty concerning land plots transactions.
