Poland: Concerns about new Law on Renewable Energy Sources

According to plans of the Polish Minister of Economy (who presented the first draft of a new Law on Renewable Energy Sources at the end of December 2011) the actual support system for renewable energy sources needs a change because of its immense cost.

Even some voices from the renewable energy sector no longer recommend the present system. The draft new Law on Renewable Energy will keep the system of certificates of origin with different colours for each source of renewable energy, but will adjust support levels according to the efficiency of each energy source. The new system will give stronger support to technologies which were discriminated against until now, such as photovoltaics. Less support will go to wind energy, water energy and energy from co-incineration. The new law will contain some correction indicators for granting certificates of origin. Sources of energy which generate a quick profit will obtain only part-certificates of origin (i.e. 0.7 of certificate for 1 kWh). Low-profit energy sources will obtain more than one certificate for 1 kWh. The new system will also be adopted for existing sources of renewable energy. The next step is for the Polish Government to discuss the draft new regulation. A battle for the future of renewable energy in Poland will take place in 2012. The results will shape development of renewable energies in Poland.
